C

Current diagnostic criteria for superimposed pre-eclampsia include new-onset proteinuria, thrombocytopenia (platelets < 100 ×10³/µL), worsening retinal or other end-organ changes, etc., but no longer use a simple rise of 30 mm Hg systolic and 15 mm Hg diastolic above baseline; studies found this threshold poorly predictive and it was dropped from ACOG/ISSHP definitions [Levine et al., 2000, PMID 11035314; Leeman et al., 2016, PMID 26926408]. Therefore, the BP rise in option C does not indicate superimposed pre-eclampsia, making it the exception.
